This measure is part of the California School Bonds Clearinghouse Measure Library. To the extent that materials have been found, it is a reconstruction of the materials that were created at the time that it appeared on the ballot.
Opponents of this measure, ultimately, went to court to stop the construction of the gymnasium listed in the Full Text. They failed at trial and on appeal. The case is Committee For Responsible School Expansion v. City School Dist., 142 Cal.App.4th 1178 (2006).
On careful reading of the opinion on the appeal, we can't disagree with the holding of the case. However, the case has been cited for the general proposition that a Proposition 39 bond measure need not include "a list of the specific school facilities projects to funded." This is a gross mis-characterization of the holding. The court held only that the ballot did not have to contain the specific list. In this case, as the court pointed out, the full text of the measure does include the project that was the subject of the lawsuit. The difference is that the ballot contains a statement that is a summary of measure in as many as 75 words, while the full text has no limitation.

FULL TEXT BALLOT PROPOSITION
OF THE HERMOSA BEACH CITY SCHOOL DISTRICT
BOND MEASURE ELECTION NOVEMBER 5, 2002
The following is the full proposition presented to the voters by Hermosa Beach City School District.
"To improve the quality of education, shall the Hermosa Beach City School District be authorized to finance classroom modernization; upgrade electrical systems to improve access to technology; make health, safety, and security improvements; upgrade plumbing, heating, ventilation, and air conditioning systems; construct classrooms and science labs; acquire land, and qualify for State funds up to $1,700,000, by issuing $13,600,000 in bonds, with maximum legal interest rates, with annual audits, a citizens' oversight committee and no money for administrators' salaries?"
The Board of Trustees of the Hermosa Beach City School District has evaluated safety, class size reduction, and information technology needs in developing the scope of facility projects to be funded. The Board will appoint a citizens' oversight committee and conduct annual independent audits to assure that bond funds are spent only on the following school and classroom improvements and for no other purpose:

Hermosa Valley School - Built 1950 and 1987
