Commentary on Measure V

Are you sure you want vote to support this extravagant measure? It has no accountability.

This campaign was designed by a member of the school bonds cartel. We figured out just the right words to get you to you to open up your checkbook.

We'd also like to introduce you to our partners -- bond lawyers, brokers, wealthy investors, architects, management firms, construction companies, and trade unions. We all stand to make a ton of money on these bonds. Our profits come right off the top, before a penny is actually spent on improving the facilities.

We're not just doing it for the money. We like to show off our work in Architectural Digest and other places where the rich and famous congregate.

Remember, we've taken a lot of risk. We gave money to get your governing board members elected, so they'd be sure to remember us when we came around for a hand-out later.

Measure V Notice of Election

NOTICE OF DATE FIXED FOR SUBMITTING ARGUMENTS ON THE
CARUTHERS UNIFIED SCHOOL DISTRICT GENERAL OBLIGATION
BOND MEASURE

NOTICE IS HEREBY GIVEN to all qualified electors in the County of Fresno, California that on Tuesday, November 8, 2016, there will be submitted to the voters the following measure:

CARUTHERS ELEMENTARY SCHOOL CLASSROOM REPAIR/STUDENT SAFETY MEASURE. To upgrade/provide additional classrooms/technology, retain/attract quality teachers by repairing outdated electrical wiring, water, sewer lines, air conditioning, fire alarms; improving cafeteria/disabled access/water conservation; providing space for music programs; removing lead paint/asbestos; constructing/equipping school facilities/sites; shall Caruthers Unified School District K-8 School Facilities Improvement District issue $6,000,000 in bonds at legal rates, requiring independent audits, citizens' oversight, no money for administrators' salaries or pensions, all funds used locally?

Arguments for or against the measure may be submitted to the Fresno County Clerk/Elections, 2221 Kern St., Fresno, CA 93721, no later than Friday, August 19, 2016. No argument shall exceed 300 words in length. Arguments may be submitted by the legislative body, or any member or members of the legislative body authorized by that body, or any individual voter who is eligible to vote on the measure, or bona fide association of citizens, or any combination of voters and associations. No more than five signatures shall appear with any argument submitted. If an argument is signed by more than five persons, the names of only the first five persons signing, determined by the order in which their signatures appear, shall be printed with the argument.

Only one argument for and one argument against each measure will be selected for printing and distribution to the voters. Preference and priority in selection will be given in the order named: (1) The legislative body, or member or members of the legislative body authorized by that body; (2) The individual voter or bona fide association of citizens, or combination of voters and associations, who are the bona fide sponsors or proponents of the measure; (3) Bona fide associations of citizens; (4) Individual voters who are eligible to vote on the measure. Any argument submitted shall not be changed after August 19, 2016.
